Greater Manchester Mayor Andy Burnham’s "Manchesterism" is gaining traction globally. The GM Good Growth Fund doubled from £1 billion to £2 billion in four months, a feat Burnham attributes to a city building the institutional capacity to govern itself. As São Paulo Innovation Week approaches, the parallel is impossible to ignore.

The Devolution of Growth
Manchester’s success stems from a clear argument: cities identify pressures first and react with more agility than central governments. While the UK’s Westminster has historically held fiscal power, the recent expansion of Manchester’s fund: backed by national institutions: suggests a shift toward accountability-driven devolution. São Paulo, contributing roughly 31.6% of Brazil's GDP, faces a similar struggle between generating wealth and retaining the power to reinvest it.

Retention vs. Redistribution
Known as the industrial and financial engine of South America, São Paulo’s economic output is larger than many sovereign nations. However, its share of the national GDP has faced long-term pressure due to federal redistribution models. Burnham’s question is now echoing in Brazil: what would change if more of the growth stayed in the city that created it? The Manchester model suggests that localized fiscal sovereignty doesn't just benefit the city; it provides a stable proof of concept for the entire country.

A Blueprint for Innovation Week
When São Paulo Innovation Week opens in two weeks, the focus will be on infrastructure and technology. Yet, the Manchester experiment suggests that the most critical innovation may be structural. By building the capacity to manage multi-billion pound funds independently, Manchester has moved from asking for permission to delivering results. For São Paulo, the challenge is proving that it, too, can govern better than the center on the issues that affect daily urban life.
